Default method parameters in SCIEX OS

Allow users to modify default method parameters in SCIEX OS.  For example, for TOF MS scans the default DP is 80 and the default CE is 10 so whenever a new method is created these are the values that appear.  However, at CE 10 there is fragmentation occuring in Q2 resulting in decreased levels of precursors and the appearance of product ions.  Users in practice modify the CE to 5 for every TOF MS method which can result in a 2-3 fold increase in sensitivity, but this is only passed along through FAS training of new installations.  It would be more user firendly to allow users to modify default values that are never used at the current default values. i.e. like in Analyst add a parameters table to the configurations tab, even one limited to the visible method parameters.
