Reporter 3.0 or 3.2 Cannot see tags for formatting.

Issue Description

Sometimes when a report template is opened the tags are not visible for editing.

Resolution 

To toggle the tags as visible or hidden open the document and then hit Ctrl>Shift>X. 

Hiding the tags is useful when editing because it shows the layout is it would look when a report is generated.
